Many, if not the majority of SWPPP implementations are ineffective and represent a significant waste of money. Poorly conceived Best Management Practices (BMP), even poorer installation techniques and untrained labor combine to create only the illusion of compliance - an illusion that can be quickly shattered by a Regulatory Compliance Officer.

If not for the sake of being genuinely in compliance, then for the sake of not throwing away money and profit margin, General Contractors should be concerned about the viability of the temporary erosion controls for which they're paying.

Good SWPPP implementations start with BMP research and a commitment to innovation. As in most young industries the solutions may be out there, but they're hard to find, and often even harder to buy. Inefficient distribution makes the task of bringing great new BMPs to the job site quite a chore. But it's worth the effort.
