For worry-free compliance assurance, we combine our SWPPP Implementation and Documentation services into a Compliance Assurance Program CAP for your site. By doing so, you’re able to effectively transfer the entire SWPPP compliance logistics burden from your shoulders to ours.
Your project’s Compliance Assurance Plan is provided from start-up and filing of the Notice of Intent (NOI) through final stabilization of the site and filing of the Notice of Termination (NOT). Your CAP consists of a comprehensive suite of services that assures compliance on your site.

So How Does It Actually Work?
We’ll provide you with a Request for Information (RFI) asking for the information required to complete your filing. On receipt of the information we’ll kick off the documentation process for your project. Then, we’ll:
- Complete the TPDES Notice Of Intent (NOI) for your site and file it electronically on your behalf.
TCEQ Construction Large Site Notice (CSN) for your Phase I site or TCEQ Small Site Notice for your Phase II site.
- Determine the identity of, and make the proper written notification to, the MS4 in whose jurisdiction your site is located.
- Identify receiving waters and a variety of other important data related to your site.
- Complete the SWPPP and set up the project site binder and record keeping system
- Provide and install purpose-specific SWPPP posting signage at the entrance to your site.
- Provide and install other SWPPP signage as needed, including signs at construction exits and concrete washouts to encourage SWPPP awareness and compliance by subcontractors.
- Provide SWPPP information and training on request for general contractor and subcontractor personnel at the pre-construction meetings or other gatherings.
- Have our qualified inspectors conduct weekly SWPPP compliance inspections on the 7-day cycle meeting TPDES regulations.
- Record the findings of compliance inspections in the jobsite SWPPP record keeping system and certify them. We’ll also e-mail a copy to the Project Manager or other party if you’d like.
- Amend the jobsite SWPPP as necessary to reflect ongoing changes and alterations as construction progresses, to meet TPDES ‘living document’ requirements
- Monitor and provide advice on TPDES compliance related issues and challenges throughout the site as they develop.
- Provide communication to the jobsite Superintendent (and Project Manager if desired), with regard to compliance status and action items required as they arise.
- Be on call to provide support and mediation in conversations with regulatory compliance officers
- Complete your TCEQ Notice Of Termination after final stabilization for Phase I sites, and complete the small site notification process for Phase II sites.
A Special CAP Plan for LEED Green Buildings
- A LEED certification process underscores the importance of Stormwater Pollution Prevention during construction activity by making compliance with these regulations one of the few prerequisites to the project management team in meeting the requirements for USGBC LEED Certification. Among others, additional deliverables include:
- LEED Related language, as specified by the USGBC Reference Guide, is incorporated into the SWPPP Narrative Plan
- SWPPP-specific signage, a standard part of our traditional CAP program, is provided to LEED sites on reclaimed and recycled signs.
- Our selection of BMPs for these sites will include whenever possible, the use of BMP products and systems that are manufactured from recycled products, offer recycling of waste by-products, or utilize reclaimed materials.
- Our weekly LEED site inspections are photo-documents. The entire inspection report and accompanying photos are electronically provided to project management as well as site management personnel, after each inspection.
- One of our LEED accredited professionals is available to offer guidance or mediation, when stormwater compliance issues are raised, whether they be regulatory or LEED certification-related.
- At project close-out, we will provide all SWPPP documentation, filings, notifications, inspection reports and photo-documentation on CD.

Stormwater: Why Care?
Stormwater management may seem like a relatively new industry, but it has actually been around since the Roman times. They knew, even back then, that managing stormwater runoff was a key issue to urban living. With poor stormwater management, both flooding and disease constantly wreaked havoc in ancient cities.
Not much has changed since then, except now, with more and more of the earth being covered over with cement and other impervious surfaces, the negative effects of poor stormwater management have increased exponentially. Our natural water supplies are at risk due to pollution and their lack of ability to recharge. The flowing of our waterways are at risk from erosion, sediment build up, and trash. And, our marine life is at risk, from all the chemicals finding their way into bodies of water.
Some may see stormwater management as just another unnecessary and unwanted cost to construction projects or property ownership and management.
